For this tutorial you will need to have basic knowledge of Paint Shop Pro. (My illustrations and instructions are written using version 7, but you should be able to comprehend with any version).

SAVE YOUR WORK OFTEN!

Open up a transparent 100X100 Canvas. Brush size 1.

Color Chart:

Fill Instructions:
First of all, rename your background layer as "Yellow". Pixel the blinkie outline in the Dark Yellow color (use color chart above). Click on Layers, new Raster layer and name it "Red". Pixel the blinkie outline in the Dark Red color (use color chart above). Click on Layers, new Raster layer and name it "Green". Pixel the blinkie outline in the Dark Green color (use color chart above). Click on Layers, new Raster layer and name it "Blue". Pixel the blinkie outline in the Dark Blue color (use color chart above).
Click Layers, New Raster layer and name it Bulb top. Pixel the top in (as shown above). Duplicate that layer three more times to have a total of four bulb top layers.

Hide three of the four bulb top layers and hide all the blinkie layers except the yellow layer. (Only two layers should be showing). With your mover tool, move the bulb top over to the yellow blinkie and position it to where the top is overlapping the top row of the blinkie. Merge, Merge Visible.

Hide that layer and unhide one bulb top layer and unhide the red blinkie layer. (Only those two layers should be showing). With your mover tool, move the bulb top over to the red blinkie and position it to where the top is overlapping the top row of the blinkie. Merge, Merge Visible.

Hide that layer. Unhide another bulb top layer and unhide the green blinkie layer. (Only those two layers should be showing). With your mover tool, move the bulb top over to the green blinkie and position it to where the top is overlapping the top row of the blinkie. Merge, Merge Visible.

Hide that layer. Unhide another bulb top layer and unhide the blue blinkie layer. (Only those two layers should be showing). With your mover tool, move the bulb top over to the blue blinkie and position it to where the top is overlapping the top row of the blinkie. Merge, Merge Visible.

Now unhide all your layers and with your mover tool, position them in the place(s) you wish. See illustration:

At this point, we will want to make a duplicate of this canvas and all the layers. While pressing down your shift key, press your "D" key. This will make another identical canvas. For this tutorial purposes, I will identify the original canvas as "Canvas 1" and the duplicate canvas as "Canvas 2".
Move Canvas 2 off to the side (it should still have four separate layers).
We will be working with Canvas 1 for now.

On Canvas 1, Click Layers, Merge, Merge Visible.
Using your magic wand, click inside the yellow blinkie outline and floodfill with yellow (see color chart). Click Selections, Float. Click Effects, 3D Effects, Cutouts, using these settings:
V = 0
H = 0
Opacity = 100%
Blur = 10
Shadow color (the same dark yellow color as your outline)
Click OK. Deselect.

Using your magic wand, click inside the red blinkie outline and floodfill with red (see color chart). Click Selections, Float. Click Effects, 3D Effects, Cutouts, using same settings as above except the shadow color will be the same dark red color as your outline)
Click OK. Deselect.

Using your magic wand, click inside the green blinkie outline and floodfill with green (see color chart). Click Selections, Float. Click Effects, 3D Effects, Cutouts, using same settings as above except the shadow color will be the same dark green color as your outline)
Click OK. Deselect.

Using your magic wand, click inside the blue blinkie outline and floodfill with blue(see color chart). Click Selections, Float. Click Effects, 3D Effects, Cutouts, using same settings as above except the shadow color will be the same dark blue color as your outline)
Click OK. Deselect.
It should now look like this:

Now set Canvas 1 aside and bring up Canvas 2.
If your layers aren't name their individual color, rename each layer to its' respective color.
Highlight (activate) the Yellow layer.
Using your magic wand, click inside the yellow blinkie outline and floodfill with WHITE. Click Selections, Float. Click Effects, 3D Effects, Cutouts, using these settings:
V = 0
H = 0
Opacity = 100%
Blur = 10
Shadow color is Yellow (Not the dark yellow) (See color chart)
Click OK. Deselect.
Highlight (activate) the Red layer.
Using your magic wand, click inside the red blinkie outline and floodfill with WHITE. Click Selections, Float. Click Effects, 3D Effects, Cutouts, using these settings:
V = 0
H = 0
Opacity = 100%
Blur = 10
Shadow color (the same dark red color as your outline)
Click OK. Deselect.
Highlight (activate) the Green layer.
Using your magic wand, click inside the green blinkie outline and floodfill with WHITE. Click Selections, Float. Click Effects, 3D Effects, Cutouts, using these settings:
V = 0
H = 0
Opacity = 100%
Blur = 10
Shadow color (the same dark green color as your outline)
Click OK. Deselect.
Highlight (activate) the Blue layer.
Using your magic wand, click inside the blue blinkie outline and floodfill with WHITE. Click Selections, Float. Click Effects, 3D Effects, Cutouts, using these settings:
V = 0
H = 0
Opacity = 100%
Blur = 10
Shadow color (the same dark blue color as your outline)
Click OK. Deselect.
They should look like this:

On Canvas 2, highlight (activate) your light yellow blinkie.
Click Edit, then click "Copy". Now click on your Canvas 1. Click "Edit", the click "Paste....as New Layer". With your mover tool, move your light yellow blinkie directly on top of the darker yellow blinkie. Once it covers it entirely, click Selections, Merge, Merge Visible:

Now click "Edit", then click "Copy". Open up your Animation Shop. Click "Edit", then click "Paste....As New Animation".
Now go BACK into Paint Shop Pro and on Canvas 1, undo the Merge, undo the Move and undo the paste (to bring canvas 1 back to the way it was originally before the light colored blinkie was pasted into it).
(We're going to stagger the blinking lights, so instead of going to the red layer, we'll go to the green layer)
On Canvas 2, highlight (activate) your light green blinkie.
Click Edit, then click "Copy". Now click on your Canvas 1. Click "Edit", the click "Paste....as New Layer". With your mover tool, move your light green blinkie directly on top of the darker green blinkie. Once it covers it entirely, click Selections, Merge, Merge Visible:

Now click "Edit", then click "Copy". Open up your Animation Shop. Click "Edit", then click "Paste....After current frame". With your Arrow tool in Animation Shop, click on the last frame to highlight it (activate it). Now go BACK into Paint Shop Pro and on Canvas 1, undo the Merge, undo the Move and undo the paste (to bring canvas 1 back to the way it was originally before the light colored blinkie was pasted into it).
On Canvas 2, highlight (activate) your light red blinkie.
Click Edit, then click "Copy". Now click on your Canvas 1. Click "Edit", the click "Paste....as New Layer". With your mover tool, move your light red blinkie directly on top of the darker red blinkie. Once it covers it entirely, click Selections, Merge, Merge Visible:

Now click "Edit", then click "Copy". Open up your Animation Shop. Click "Edit", then click "Paste....After current frame".
You should have four frames together and you are finished! You may add garland or "string" or anything you want to them. Save as gif and you're good to go! Back in Paint Shop Pro, you would undo the Merge, Paste, & Move on Canvas 1 to bring it back to it's original four dark blinkies. At this point, you may either delete these two canvases or save them both as psp images for future blinkie lights!
