For this tutorial you will need to have basic knowledge of Paint Shop Pro. (My illustrations and instructions are written using version 7, but you should be able to comprehend with any version).

Outline
Instead of making the outline, I have provided it for you here:

Right click and save to your computer. Open up the outline in Animation Shop. Click 'Edit', then click 'Copy'. Bring up your PSP Program. Click 'Edit', then click 'Paste' ...as new image.

Fill

Face:
Activate your magic wand and click inside of head.
Flood fill with color #FFD9CB.
Click on 'Effects', then 'Noise', 'Add', 5% Uniform. Deselect and save.

Cheeks:
While pressing down your Shift key, activate your magic wand and click inside of both cheeks.
Flood fill with color #E8BEB5.
Click on 'Effects', then 'Noise', 'Add', 5% Uniform. Deselect and save.

Hair:
While pressing down your Shift key, activate your magic wand and click inside of hair (on both sides of head).
Flood fill with color #785D54.
Click on 'Effects', then 'Noise', 'Add', 5% Uniform. Deselect and save.

Hat:
Activate your magic wand and click inside all areas of black part of hat.
Flood fill with color #404040.
Click on 'Selections', Then click 'Float'. Click on 'Effects', then '3D Effects', then 'Cutout' using these settings: Vertical 0, Horizontal 0, Opacity 100, Blur 10, Shadow Color #000000. DO NOT DESELECT. Click on 'Effects', then 'Noise', then 'Add', 10% Uniform. Deselect and save.

Hat strap:
While pressing down your Shift key, activate your magic wand and click inside ALL areas of the hat strap! (Don't overlook the small areas around the blue decoration) See below:


Flood fill with color #FFD66F.
Deselect. While pressing down your shift key (again), activate your magic wand (again). make sure all the hat strap is selected.
Click on 'Selections', Float. Click on 'Effects', '3D Effects', 'Cutout' using these settings: Vertical 0, Horizontal 0, Opacity 100, Blur 7.5 and Shadow Color #EDA303. Deselect and save.

Blue "triangle" (on suit coat):
Activate your magic wand and click inside of blue triangle.
Flood fill with color #86CEE8.
Click on 'Selections', Then click 'Float'. Click on 'Effects', then '3D Effects', then 'Cutout' using these settings: Vertical 3, Horizontal 0, Opacity 100, Blur 5, Shadow Color #2BABD8. Deselect and save.

Black "rectangle" (on suit coat):
Activate your magic wand and click inside of black rectangle.
Flood fill with color #404040.
Click on 'Selections', Then click 'Float'. Click on 'Effects', then '3D Effects', then 'Cutout' using these settings: Vertical 0, Horizontal 0, Opacity 100, Blur 10, Shadow Color #000000. Deselect and save.

Suit Coat (4 areas):
While pressing down your Shift key, activate your magic wand and click inside all 4 areas of suit coat.
Flood fill with color #C00000.
Click on 'Selections', Then click 'Float'. Click on 'Effects', then '3D Effects', then 'Cutout' using these settings: Vertical 0, Horizontal 0, Opacity 100, Blur 10, Shadow Color #800000. Deselect and save.

Suit Arms (both):
While pressing down your Shift key, activate your magic wand and click inside both arms.
Flood fill with color #C00000.
Click on 'Selections', Then click 'Float'. Click on 'Effects', then '3D Effects', then 'Cutout' using these settings: Vertical 0, Horizontal 0, Opacity 100, Blur 5, Shadow Color #800000. Deselect and save.

Suit cuffs (both):
While pressing down your Shift key, activate your magic wand and click inside both cuffs.
Flood fill with color #FEA72F.
Deselect and save.

Hands (both):
While pressing down your Shift key, activate your magic wand and click inside both hands.
Flood fill with color #FFFFFF.
Deselect. While pressing down your Shift key (again), activate your magic wand (again) and click inside both hands.
Click on 'Selections', Then click 'Float'. Click on 'Effects', then '3D Effects', then 'Cutout' using these settings: Vertical 1, Horizontal 0, Opacity 100, Blur 5, Shadow Color #C0C0C0. Deselect and save.

Legs (both):
While pressing down your Shift key, activate your magic wand and click inside both legs.
Flood fill with color #FFFFFF.
Deselect. While pressing down your Shift key (again), activate your magic wand (again) and click inside both legs (again).
Click on 'Selections', Then click 'Float'. Click on 'Effects', then '3D Effects', then 'Cutout' using these settings: Vertical 3, Horizontal 0, Opacity 100, Blur 7.5, Shadow Color #C0C0C0. Deselect and save.

Boots (both):
While pressing down your Shift key, activate your magic wand and click inside both boots.
Flood fill with color #404040.
Click on 'Selections', Then click 'Float'. Click on 'Effects', then '3D Effects', then 'Cutout' using these settings: Vertical 0, Horizontal 0, Opacity 100, Blur 7.5, Shadow Color #000000.
DO NOT DESELECT.
Add New Raster Layer. With the color white (#FFFFFF), add a white line to the tips of the boots. See illustration:

Click 'Effects', Blur, Gaussian Blur, Radius 1.00. Deselect. Merge, Merge Visible.

Eyes, brows, and mustache:

Eye brow color: #785D54
Eye colors: (white) #FFFFFF, Lt. Blue: #87A9C2, Dk. Blue: #485B79
Mustache color: (black) #000000

If you have any layers, Merge, Merge Visible.
Save as a gif and you're finished!!!.
